This position is located in the Information Technology (IT) Security Branch, Information Resources Management Division, Business and Strategic Planning Office at the Portsmouth Naval Shipyard in Kittery, ME.
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. This position is a drug-testing designated position (TDP). You must obtain and maintain a top security clearance. Position requires working overtime, shift work, weekends and holidays.
The incumbent is responsible for:
Supporting the day to day execution of an efficient and effective shipyard wide Information Assurance (IA) Security Program.
Providing direct support to the Information Assurance Manager (IAM) in the development, implementation and the monitoring of policies, instructions, procedures and methods for functions such as document marking, safeguarding and use, physical storage and control and IS security education.
Assisting in the oversight of physical security of IA hardware, software and the security features contained within the computer's operating system and the applications.
Assisting the IAM in development, implementation and maintenance of an Activity Information System Security Plan (AISSP) to address the scope of the Shipyard IA Security Program, Commanding Officer's policy statements and assignments of IA security responsibilities and objectives for implementing the Department of Navy IA Security Program at the shipyard.

To qualify for Information Technology Specialist (Security), GS-2210-11 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:
Experience interpreting policies and procedures to ensure information systems reliability and accessibility;
Experience conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs; and
Experience monitoring and evaluating system's compliance with security requirements.
OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree where your major study--computer science, information science, information systems management, mathematics, statistics, operations research, engineering or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
OR A combination of experience as described above and graduate education which, when combined, is equivalent to 100% of the qualification requirement. Only graduate education in excess of the first full year may be used in this calculation.
To qualify for Information Technology Specialist (Security), GS-2210-12 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:
Experience developing and interpreting policies and procedures to ensure information systems reliability and accessibility;
Experience applying methods for evaluating, implementing, and disseminating IT security tools and procedures; and
Experience developing, implementing, and coordinating activities designed to ensure, protect, and restore IT systems, services, and capabilities.
Individuals must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
